Can a player be placed on LTIR retroactively?

Yes, a player can be placed retroactively on LTIR. That does not impact the cap situation of being on LTIR, but it does impact when the player is eligible to return from LTIR. A player can return from LTIR after 10 games AND 24 days have passed since they last played.
