If a player goes on injured reserve would a team who has retained some of his salary also get cap relief for the games missed?

No, if a player on a retained transaction goes on injured reserve or long term injured reserve, there is no impact on the retaining team. The only thing that impacts the cap hit of the retaining team is if the player is subsequently bought out; then the retaining team's cap impact changes to the retained % of the buyout cap hits.
