With TB using LTIR space to get under the cap, are they able to activate Kucherov late in the season because his daily cap hit will be small for the short period of time, or are they not able to accrue daily cap savings because they are using LTIR space, in which case they can't activate him until after the regular season?

Cap Space does not accrue while a team is in LTIR, so in order to activate him during the season they'd need to clear his $9.5M Cap Hit less any space they have (about $270K right now). Therefore, it's extremely unlikely they'll activate him during the regular season.
