Yes, to qualify for LTIR, a form must be submitted to the league that is signed by the player and the team doctor. Part of qualifying for LTIR includes the doctor signing off that the injury is expected to keep the player out for at least 10 games and 24 days. When the NHL looks into potential LTIR cases, a major element is confirming with the medical staff that the issue is expected to sideline the player for at least that minimum time.
