Is a team able to trade for a player they had rostered the previous year on retained salary, if said player is on a new contract. For instance, Vlad Tarasenko. Could the Panthers trade for Tarasenko on retention, even though he was on their roster last year?

A team cannot acquire a player with retention if he was on their roster in the last year. So in your example, Florida is not eligible to have Tarasenko on their roster with any retention until July 1, 2025.  If a team retains on a player they trade, they can re-acquire that player within a year if the contract they retained on has expired. With Tarasenko, since Ottawa was the retaining team last year but now he's on a new contract, they are eligible to re-acquire him even though it's been less than a year.
