NMC & M-NTC

If a player is listed as having both a NMC and a M-NTC (i.e. Charlie Coyle of the Bruins), which takes precedent over the other? Would Coyle have to first waive his NMC for his M-NTC to take effect, or is he still eligible to be traded regardless of waiving his NMC, just not to the teams on his M-NTC?

If a player has both a No Move and a Modified No Trade, it means the No Move only covers waivers, and the trade restriction is based on the No Trade. That means that Coyle cannot be put on waivers, but he can be traded to the teams that are not on his no trade list.
