If a team matches an offer sheet, can they put that that player on waivers at any time before the 1yr no trade restriction kicks in?
Could the Oilers work out a deal with SJ so they claim Broberg in exchange for compensation?

There is no specific restriction from a team matching an offer sheet and then putting them on waivers. If there was a deal for the last top waiver priority claim to pick up the player, while that's not specifically restricted, the NHL may reject the transaction under the general cap circumvention clause.
