Can a team claim LTIR cap relief for a player that they've retained salary on? Nashville has a cap hit of $4M for Ryan Johansen. If Philly puts him on LTIR, do the Preds get any of that cap relief?

No, the retained cap hit is not altered by the player being on LTIR with another team. The only thing that can alter a retained cap hit are if the player is later bought out, or if the player's contract is terminated.
