Since July 1, some teams reporting shows them over the salary cap. By what date must all teams be below the salary cap?

In the off-season, teams are permitted to exceed the cap by 10%, which means this year they can exceed it by $8.8M. Teams must submit a season opening roster which is cap compliant. Opening rosters are typically submitted by all teams the day before the first day of regular season games.
