Since Joe Veleno filed for arbitration, but settled on a deal with the team prior to the hearing, do the Red Wings still qualify for a second buyout window since an arbitration hearing was never held?

The second buyout window becomes available when the last arbitration case is either awarded OR settled. Therefore, Veleno signing triggered a second buyout window. You can read more here:
