Are signing bonuses paid to CHL players who sign ELC's, even while still playing for their Major Junior team?

Yes, players with signing bonuses in their entry level deal receive the signing bonus even if they are in juniors. That's why if a contract slides, the signing bonus does not, and the cap hit for the contract is lower than the original contract before the slide.
