Can the Preds could trade away the salary that they previously retained on Ryan Johansen ($4M)?

No, a retained salary cannot be traded. The only way a retained cap hit is altered is if the player is subsequently bought out by a different team, or if the player mutually terminates his contract with a new team. The retained cap hit can never be traded.
