If a team retains some of a player's salary/cap in a trade, can they trade that retained portion to another team?

No, once a team retains salary on a player, they cannot do anything with that cap hit through the remainder of the contract. The only thing that can change a retained salary cap hit is if the player is subsequently bought out by the player's current team, the retained salary cap hit is replaced by a buyout cap hit with the same retained salary % applied to the buyout cap hit.
