How can a team, use the jets as an example, have 25 players on their roster on deadline day prior to the 3pm et deadline? When do roster sizes actually matter?

The roster limit of 23 active players goes from opening roster submission (the day before the season starts) through midnight the night before the trade deadline. Starting deadline day morning, there is no roster size limit. However, the team must still be cap compliant.
