If the Penguins trade Phil Kessel, does Toronto still keep the retained salary they got from the trade?

Yes, once a team has retained salary, they keep that cap hit charge regardless of whether that player is subsequently traded. If that player is subsequently bought-out, the retaining team will have a portion of the buy-out cap hit based on the retained %.
