If the kings buyout Ollie Maatta's contract, which now makes it a two year buyout, can a team take the whole hit in just one year?

No, if a player is bought out, there is no choice on the buyout cap hit term. The buyout cap hit must be over twice the remaining years left on the bought out contract. In Maatta's case, the buyout would have a cap hit over 2 years, split between LA and Chicago by Chicago's retained %, as outlined here:
