Is it possible for Tampa to make a trade for Steven Stamkos on the condition that a team makes them retain progressively more of his salary per season? (Ex, retain 10% of salary in 2021-2022, 20% of salary in 2022-2023, and 50% of salary in 2023-2024?)

No. When a team retains in a trade, the same % is used for the cap hit and compensation for all contract years. So if 10% is retained, 10% is applied to the cap hit and compensation for all remaining years.
