Andy Greene Performance Bonuses & LTIR
Assuming the Islanders have to pay Andy Greene the 2 million in Games Played based performance bonus on his new contract and they are already exceeding the cap by placing Boychuk on LTIR will that 2 million have count against next year's cap? Is there anyway for them to become cap compliant?

That is correct, when a team is using LTIR and exceeding the cap, like the Islanders, any performance bonuses earned will be a cap overage carryover to the following season. The Islanders are projected to finish with a Cap Hit significantly over $81.5M, so it's almost certain that any player that earns a performance bonus will have it count as a carryover for next year.
